Election Payroll Service

HMRC changes for the taxation of employees assisting in elections are causing concern amongst many authorities.

Specifically the removal of forms P527 and P528 and the requirement to file under RTI from 6 April 2014, have removed the advantages of the now withdrawn ELECT PAYE scheme. All election staff must be operated under normal PAYE.

At Dataplan we have designed a process to allow authorities to simplify the process of paying election staff.
We can offer a service to assist the Returning Officer complete the following

  • Assist the Returning Officer in creating a PAYE scheme and registering for RTI
  • Create a secure portal for dealing with your employees for each election
  • Issue instructions to employees on signing on to our electronic portal
  • Obtain a new starter declaration (previously form P46)
  • Obtain a declaration regarding temporary waiver of Working Time Directive Rights
  • Obtain bank details for payment
  • Receive payment details from you
  • Process the payroll including any PAYE / NIC due
  • Provide you with complete payroll for review
  • On approval issue electronic payslips to employees
  • Request funding from you into our client account
  • Pay employees using our BACS system
  • Additional payment run if required to mop
  • Pay and PAYE / NIC’s to HMRC
  • File FPS with HMRC regarding the payments to employees
  • Issue P45’s electronically to employees
  • File EPS with HMRC advising that no further payments are due

Payroll Implementation Process

The handover of your payroll to a payroll provider, either from your own business or another outsourcing bureau, must be seamless and hassle-free.

Our dedicated Implementation Team work to a phased system that has been developed to understand your payroll, business and systems; define your payroll needs and design the processes to deliver to these needs; run the systems in parallel to make sure everything is working well at both sides before taking over the payroll.

All payrolls are different but by using this process we can make sure we are delivering what you want and that all systems and processes are working before we go live.

  3. Implementation Guide – we will issue you with an Implementation Guide which is a comprehensive document that will ‘handhold’ you through the transfer and implementation process. This guide also lets you know all the information we need to ensure a smooth transition.
  4. Payroll accuracy – we often find that there are existing errors in payrolls when we take them over. At the initial stages of set-up our payroll team will be working with you to ensure the highest level of accuracy from the outset.
  5. Speed of transfer – with 40 years of experience in managing payrolls, we have the experience to ensure the transfer and setting up of your first payroll is quick and efficient.

Dataplan have developed a custom branded solution for employees, where an employee receives their pension notice on your approved templates, if your employees use our ePayslips service the users will receive written communications delivered electronically via our secure portal.

National Minimum Wage Increase 2013

From the 1st of October the national minimum wage will be increased as below:

  • The Adult Rate will increase from £6.19 to £6.31
  • The rate for 18-20 year olds will increase from £4.98 to £5.03
  • The rate for 16-17 year olds will increase from £3.68 to £3.72
  • The apprentice rate will increase from £2.65 to £2.68

It is worth noting that it is criminal offence not to pay someone minimum wage or to falsify payment records, if HMRC do find that an employer hasn’t been paying the correct rates, there will be a penalty and any arrears have to be paid to the employee immediately.

Although, some types of workers are not entitled to national minimum wage, some examples are:

  • Self-employed people
  • Company directors
  • Volunteers
  • Workers on a government employment programme
  • Share fishermen
  • Prisoners
  • Members of the armed forces
