Whenever questioned, senior managers at H M Revenue and Customs will assure everybody that their primary job is to ensure individuals and companies pay the correct amount of tax. They are not looking to catch anyone out.

However, the government needs to increase the amount of money it collects to deal with the ever increasing burden from the money it has borrowed in recent years. Politicians never seem to trust the public when it comes to financial matters so will look to raise taxes through the backdoor. That is, raise the amount that employees or employers will have to pay without actually calling it a tax rise. This has the unfortunate side effect of it being very difficult for anybody to keep thoroughly up to date with their obligations under the taxes acts.
